“Pursuant to the regulatory framework governing us, as set forth in Law 100 of 1993, Decree 1876 of 1994, Decree 780 of 2016, and other relevant regulations, the MARIO CORREA RENGIFO E.S.E. Departmental Hospital does not implement participatory mechanisms, including what is known as a public consultation, given its status as a State-Owned Social Enterprise at the departmental level—decentralized, with legal personality, its own assets, and administrative autonomy—subject to the legal regime applicable to public-law entities, with the exceptions established by law, whose purpose is the provision of health services, understood as a public service under the responsibility of the State and as an integral part of the Social Security System for Health; for this reason, the reporting and disclosure requirements regarding this mechanism, as provided for in Article 11, paragraph i) of Law 1712 of 2014, do not apply to it, in accordance with the aforementioned provisions.
Additionally, Decree 1757 of 1994 regulates social participation in the provision of health services through User Associations and via the forms of participation provided for in that regulatory framework; furthermore, they are represented on the Board of Directors.”
